I'm moving into a new place soon, and there will be some down time of over a week where I won't have any internet. Is there any way I can keep AltStore refreshed just by plugging my phone into my computer, or am I screwed?

You could consider jailbreaking and installing AppSync Unified, which should keep your apps working even when they expire

iPhone 11 is supported by unc0ver, but only if you’re on iOS <=13.3
However i have heard there is an exploit available for 13.3.1-13.4.1 that achieves tfp0 on A13, but is not gonna be released before it’s patched - or in other terms, if you don’t update your phone for a while you could probably get a jailbreak on 13.4.1 - but i cannot guarantee it will be before you move
You could also install your apps from signing services just for the while you have no internet, and if your phone stays offline (that means airplane mode 24/7), it cannot check if the certificate is valid (revoked), and as a result should last you about a year until it expires
There are a couple that support custom IPAs, and i’d say AppCake probably works pretty well considering they’re the ones who make AppSync Unified, which works amazingly - You can get the direct download links to any apps hosted on altstore by riley (for uploading to signing services) at the altstore repository listed under the “downloadURL” property of every entry in the “apps” array (a link to f000.backblazeb2.com, the place where riley hosts his apps) - same thing applies to all other altstore repos like UTM

but you can make a hotspot, also through a USB. Check hotspot settings on the iPhone.

You know, I didn’t think about personal hotspot. I tried it several months ago when I was staying with family and it didn’t work, but maybe it’ll work now!
