The only IAPs I have are unrewarded donations. The app is ad-free and users gain nothing from donating...

maybe the same person multiple times trying to purchase iap is working fine

This is normal. Many users only want to test their cards. Don't care.

sometimes you have the same user retrying wrong card details etc and then few others that happen to fail in row.
