Ok basically I typed out my whole question in the title. Don't we still need both the restoration scrolls and fluorite ores to prevent RNG from screwing us up? Why does the elsword page say that only one enhancement aid item is needed?

During the event, you need one Fluorite Ore for each upgrade attempt and one restoration scroll for each break.
But without, you may need multiple Fluorite Ores per upgrade attempt (depending on the current enhancement level of your item), as well as use multiple Blessed Restoration Scrolls in case of a single item break.

Without the event, you would need multiple fluorite ores and restoration scrolls to safely enhance equipment when you get to higher enhancement levels. This event makes enhancing much cheaper than normal.
