Weird Artifacting issues, GPU dying?
Every time I restart my computer, log out/back in, or turn on my VR headset I get a weird artifacting issue on my monitor. This happens consistently and goes away indefinitely if I unplug/plug the monitor back in, or switch displays (windows+P). It seems to happen on whatever display is set as primary but has definitely affected both of them (but never the VR headset). I have attempted switching out cables on the monitors and clean re-installing the drivers on my GPU. I have even reset the PC/reinstalled windows. I have a EVGA 2070 Super, an MSI B450, and a Ryzen 3600 This issue began a few months ago-one year ago (possibly when I bought a new GPU) and the mobo has been replaced since. Is this for sure a GPU issue, and if so is there any solutions to the problem aside from RMAing the card?

You can see the blue lines/swirls across the two faces/necks on the left monitor, but not the right. The blue lines are much more apparant in person.
Edit: Switching to my old 1070 did not fix the issue
Also attempted to clean install drivers again with DDU, did not fix issue
Updated my BIOS, also did not fix the issue
