Recruits leave in one mission?

I don't really understand what this means. All recruits (from pool or rescued) have the red line "leaves in 1 mission". This is understandable if my barracks are full, but this isn't the case. I have 3 heroes and 4/7 troops, this makes 7/10 gears.
Is this a game error or is it me who is completely dumb?
