Can a European on F-1 visa return to the US?

Hi all, After talking with the embassy and my university in the US, I have gotten contradictory info. Are any of you an European student on F-1 who have been able to return to the US since the proclamation banning the entry to non-U.S. citizens coming from Europe, due to covid? As you might know, F-1 student can be abroad for a maximum of 5 months to keep their visa status.. any ideas what can people in my situation do, if the ban extends for longer than the 5 months, and therefore we can’t re-enter the US? For a bit more of context, I’m Portuguese and I’m currently in Portugal.. and I also need to return to the US to apply for the OPT, as I’ll be finishing my studies in September. Thanks in advance!
