Neck hair driving me mad

Considering LHR on my neck as I'm getting lots of dark coarse hair grow. This has only been a problem in the last year or 2. I've tried shaving and plucking but that leaves me itchy and is time consuming.

How permanent is permanent? Do you reccomend it on the neck? What advise would you give to someone very new to this?
