Don't want to grind anymore, but I want to PvP

I think I'm done grinding, but I would like to do some PVP, but don't know if it's possible. I have about 245mil in assets. My combat Python is A rated, but has no engineering. Do I need to grind through fully engineering it before I can even consider PvP?

There's no tier system where you can engage in combat with people closer to your skill level?
