Offer officers who do their jobs without carrying a firearm hazard pay.

Police think they need a fire arm in order to defend themselves and the public against hostile armed criminals. If it's really for defense and not carrying increases their risk (does it really though?) then maybe officers should be able to opt to do their job without a gun, and those who do should receive hazard pay.

Officer John: What you mean you make more than me???

Officer Tom: I know how to do my job without a 9mm.
