Is it normal for HOPE to decrease by a substantial amount?

So to put it's simply, last year my HOPE was a pretty substantial amount and it was just barely enough to cover the costs when mixed with loans and other grants.

This year it's a few thousand less and I fear that it won't be enough to cover tuition and housing. Is it random with what they award? I assumed it would stay the same or go up since my GPA went from 3.4 to 3.6 even without the virus messing with things.
