I have no Bokashi Tea

I've been adding kitchen scraps (including watermelon rind) to the bucket for the past 3 weeks, and the smell is correct when I pop the top off, but I have no Bokashi Tea. At all.

I do live in the desert southwest where it is very dry, but the lack of tea concerns me. Should I add a little distilled water to my bucket? I'm concerned that the EM might not have everything they need.
