Eco LifeStyle unlocked but can't install

I purchased the new pack yesterday, with the receipt showing completed. On the origin screen it says Unlocked, but there is nowhere to download. I've signed out, restarted both Origin and my computer, updated the game, repaired the game, uninstalled and reinstalled the games, and taken out my mods folder. I can't get a hold of EA/Origin support this late in the day, I am just about ready to open up a Paypal case. I am located in California, so I am sure that it should have been released by now.

Any suggestions?
