3700x won't lower clock when idle

I reseted my bios today and all the settings are gone, and now the CPU clock stays at 3.6 GHz and won't go down even when idle.

I'm sure it's something in the bios settings but I can't figure out which one.

Below are my settings now: Global C state: Enabled PBO: Enabled Core performance boost: Disabled Offset mode: -0.1

Even power saver mode won't lower the clock at all. Any idea what I should be trying?
