CrashLog creates unexpected folder

I recently reported a crash on my machine to Apple and it created a new folder on my machine with the report.

Instead of placing the log files in my actual User account folder it created a new folder at the root and named it ~myusername, which can’t be deleted.

Any thoughts why the log was placed there, or how to remove it?
