Captain America: The Winter Soldier; but rather than Hydra and the Winter Soldier, it's Arkham Knight and his Army

^(Note: I'm not sure if I'm using the correct flair for this post; mods please change it if it's not right)

For the uninitiated, in Captain America: Winter Soldier, it turns out that SHIELD has been teeming with Hydra agents working within it in secret and planning to release an aerial weapon mounted on three helicarriers that would take down all threats to Hydra in one fell swoop. Cap gets hunted by SHIELD (which is controlled by Hydra) as they utilize the Winter Soldier to hunt Cap down, but with the help of Black Widow and the Falcon, Cap stops Hydra and takes them down.

In this situation, turns out the Arkham Knight has infiltrated SHIELD in a similar fashion and has construed a small army to secretly take control of it. Scarecrow and Deathstroke are part of his army. In terms of parallels, Scarecrow takes place of Alexander Pierce, and Deathstroke takes place of Brock Romlow. The Knight's plan in this scenario is the same as it was in Arkham Knight, he has a super tank that he will use to engulf the city with fear toxin; but to make things more interesting, this tank is as huge as the Helicarrier in Captain America: The Winter Soldeir.

Captain America finds out and gets hunted by SHIELD in a similar fashion, he faces deathstroke in the elevator fight scene, and he gets hunted down by the knight in the highway. In the final act, Black Widow faces Scarecrow, Falcon faces Deathstroke, and Captain America faces the Arkham Knight.

In terms of equipment, Deathstroke is equipped similarly to Romlow in the elevator fight; in the final act against falcon, he brings his full gear from the arkham games. Scarecrow holds the board of directors, including Black Widow, hostage with pins that can inject them with fear toxin rather than electrocute them. And the Arkham Knight is as equipped as he was in Batman: Arkham Knight; he has high caliber double pistols that can transform into a sniper rifle, flashbangs, and a grapple gun.
