Is World of Mayhem balanced?

I saw this one tier list on this reddit that had a 1-5 and there were increments of 0.5. I noticed that there were some common characters in higher tiers despite this game having a rarity system. So is this game balanced? Can lower rarity characters do just as well as higher rarity characters or does this game leave lower rarities in the dust like other games?
