I can't reinstall alt-store.

Somehow, altstore was removed when i was trying to install unc0ver to jailbreak. I cannot reinstall alt-store without amessage that i've reached my 3 app limit. I've already deleted the offloaded apps and can't see any more to delete. is there any way to reinstall altstore? i'm not sure what information is helpful here so let me know and i'll get it. This is an Ipad 7th gen that had alt store, delta, and the dolphin emulator. now it has none of the above and i cannot reinstall altstore. help please
