Help needed for code for an Arduino project!

Help! I need some code for this Arduino project I am working on, and I cannot seem to get it right. here is a link to a virtual version on tinkercad, but it will expire after a while. (336 hours) if you could put the code in text version, that would be preferable. here is what the code is supposed to do:
