Level cap?

Sorry guys, complete noob here.

Last night I seemed to hit a level cap of some sort. I got a ton of gear at exactly power level 950. I bought the game and all the dlc about 2 years ago, and never played it. Do I need to buy the latest expansion to get higher level gear at this point?

Thanks so much and srry again
