I got a problem with skse and mo2

When i start the game with skse option in mo2 it works fine but i can't access launcher for changing settings. When i try to open just skyrimse.exe or launcher, mods are not loaded. So my question is how can i start the game with mods by launcher?

Is there another option in the mo2? I just want to try different settings while mods are enabled.
