What would happen if I use a battery with a shorter life?

I'm currently looking for an ebike conversion kit (1000 watt 48 volt). The product I'm looking to purchase says that I shouldn't use less than 17ah battery packs. Should I listen to these warnings or not? I know it sounds kinda stupid but I'm on a small budget and this product is the only one I can afford at the moment.
