Premium upgrade packs absolute rubbish?

First time doing these upgrade packs, assumed they would be half decent at least, I’m currently 40 down and have only packed one Thiago Silva in the first pack; and Mandanda from the regular upgrade pack through recycling. I’ve genuinely had more luck (Depay and Aued) through the two player packs from recycling the non-rare golds.... bad luck or as expected?
