What is the conservative prescription to the racial divide and disparate economic/healthcare impacts on the black community?

I expect prescriptions to be in one of two categories: cultural/societal, and state/federal policy.

We've had a lot of discussion about the extent to which systemic/institutional racism exists, but I'm wondering what the best way forward is. Regardless of your belief about the validity of systemic racism as a narrative, the statistical disparities from white to black are almost universally accepted. So, is it a problem? What can be done? What should be done?

edit: prescriptions can be, but don't necessarily have to be, something you can do. Likewise, something that someone else can do.
