Does Reshiram have a lower catch rate than other legendaries?

After 8 excellent golden razzed curved throws, my 3rd Reshiram just escaped! This is very bizarre to me because I never missed legendaries at this rate before. Even Darkrai, which was the worst, didn't escape this often.
