Do you believe in the broken windows theory when it comes to litter?

Just curious what folks think on this - Basically what I'm asking is, do you believe that having a detrashed landscape makes people less likely to litter in that area or do you think that the presence of litter encourages more litter? Or do you think trashers gonna trash and it doesn't really matter if the area they're in is litter-free or not?

Also maybe broken windows theory needs a better name for this context, like the wrappers on the ground theory?
