Ubuntu server add ons?

I’m trying to setup an Ubuntu dedicated server. I created a world with script and my friends can connect. But I cant seem to get add ons to work. They show up in resource pack but can’t activate. Do I have to active them before creating a world? Can I add them to the world my friends can already join? If not, how do I activate them on Ubuntu? Thanks
