Can Doctor Sleep be considered a sequel?

I’m not asking in the sense if whether or not the Shining happened as much as I am the themes, atmosphere and the pacing. Doctor Sleep didn’t present the same atmosphere and such and it worked amazingly for the story but the story feels like such a contrast ( in a good way), that I don’t feel that sequel is the right label.
