Does the Needle Threaded badge affect you differently depending on your Pass Accuracy rating?

It seems as I have upgraded my pass accuracy that the badge pops up less and less in game. Is this a coincidence or does having a higher rating make the badge less affective? Maybe it is designed more for lower pass IQ players?
