Alpha Loop is open?

A co-worker said he went on the Alpha Loop (inner ring) last night and was very impressed. Is this officially open? I can’t find any recent articles on this. Everything seems to be from 2017 when it was first announced.

And will this truly be a smaller version of Beltline? Will there be any bars or dining next to it?
