My window leads to a wall and it doesn't even give that much light, what could be a creative solution to have a better view and better lighting?

I think I saw a post of a man who put LED pannels on his basement to make "windows", but my wndow leads to exterior so I'm afraid that if it rains on it, may cause electricity problems.
