Why did CDPR add Triss as a romance option in The Witcher 3?

Let's be rational before lynching me.

In beggining of TW3, Geralt and Vesemir are trying to find Yennefer, having no idea abour Ciri. And doesn't Geralt set off to find Yen at the moment he got his memories back? I'm just curious, that seemed kinda irrational to me and I would be happy to discuss it.
