If you read the article, they basically shut down for the day and only ran the line as a demo while he was on the floor. Reduced their output by one day to have the tour but didn't throw away a day's worth of output.

So Mr. Get-Back-To-Work-We-Need-Profit wasted an entire day of coronavirus test manufacturing because he wanted a photo op.
The company itself bumped up production to 6 days a week to meet the demand of a pandemic crisis, and he threw a day away for a PR stunt.

So rather than use the powers of the defense production act to increase our production of tests and PPE, he’s going to one of our only test production facilities and SLOWING DOWN PRODUCTION.

He actually does give a damn if it increases, but not in the way we would all hope. His ideal scenario would be to project the image of increased testing while in reality limiting production. He wants fewer tests because “fewer tests means fewer cases.”
