Yeah kind of seems like a really backhanded apology when you look at from that perspective. Again, it goes back to the mentality of, they do not want to be seen defending a rapist. So when you understand that mentality he probably only ever considered the possibility of Amber Heard being a liar when other women defended Johnny Depp.
At the end of the day, his mentality hasn't changed, he still thinks that only women should be believed when it comes to rape accusations. This also helps explain why they like to ignore men who come out and accuse women of rape because it doesn't fit with their world view. I mean that's obvious for the most part but it's good to understand the why of everything.
