My vanilla Minecraft server has become uncontrollable. What are the best Bukkit plug-ins available to help me maintain full control of my server?

Basically, people are stealing each others items, destroying each others buildings, and lying about doing so. I need plug-ins that will allow me to see every action and that allow users to protect their items. I know there are some plug-ins that allow users to lock their chests, but what I really need is a way to have full control over my server and logs of what everyone is doing so I can catch them red handed and ban them.

Edited for some grammar. I wrote this really fast...
