Does Africa need a sole neoliberal voice claiming "consensus", speaking from shaky pillars atop crumbling foundations based on false premises, piloting untenable projects, allied with incurable tyrants, impervious to demands for democracy? If so, the World Bank has a Strategy already unfolding.
