Insurance!!!!!

The flight school i work at requires 50hrs PIC in the Piper seminole we use for training for the instructors to teach in it. When i spoke with the owner she told me this is a requirement from their insurance. Just wanted everyones take on this and if anyone has any idea where the insurance companies get these numbers from.
