From Wikipedia:

A timocracy in Aristotle's Politics is a state where only property owners may participate in government. The more extreme forms of timocracy, where power derives entirely from wealth with no regard for social or civic responsibility, may shift in their form and become a plutocracy where the wealthy rule.

It's a really fun real time strategy game, and if you can really get into a Sid Meyer game you would love this! It's from a company called Paradox who's niche is making nation controlling games with the next level of detail and accuracy beyond games like Civilization or similar Sid Meyer games.
