May be you should give the latest version a try. 2.1.29.

Have you restarted your PC after installing Anki? There’s a standard library link or something that gets updated when you restart. 
Similar thing happened to me recently when I got a new computer.

 Good night, I hope someone can help me. Yesterday I formatted my PC and installed windows 10 pro and Today I installed anki 2.1.26, it did not open. So I installed other old versions the same problem occurred. I tried to use shift or open as an administrator. But the same problem occurred. My anki is new, there is no deck created.
