It's an old meme on this subreddit that started with a comic where Grafo picked up a duck, but the way it was drawn made it look like he had sex with that duck.

The sign is clearly manipulated. It probably said "Enten füttern verboten" which means "Don't feed the ducks." You can see the letters between "fü" and "er" are painted over (half the "ü" making an "i") so it looks like "fick" and the "r" has been elongated to connect with the "n" with the original n being partially painted over.

Tbh, it could have said any synonymous word to "fuck", it is translated.

"Ficken" literally translates to "fucking" with the same implications, context and alternative uses. IF some German administration would prohibit the fucking of ducks, they would write "Das Kopulieren mit Enten ist verboten." - "Copulating with ducks is forbidden". Except nobody would write a sign for that because copulating with ducks is already genrally forbidden by animal protection laws.
