I think you have to slam through the floor to get to the last switch. Jump off the balcony in front of the control room.

There are 3 switches that you need to activate. Those 2 that you mention and another one

Can't seem to remember how to get past the big circular room with the blood pool on the floor (the one where they experimented on kireg). Found two switches (one on lower wall that turns on electricity) and another in the far control room (that doesn't seem to do anything). Searching google yielded only crew challenge walkthroughs. Can anyone give me a reminder? TIA
