Longlocks from BH&D is bugged

Got to Longlocks and the NPC is just standing there, doesn't attack or move, can't take damage. Geralt doesn't even draw his sword.

I am running modded, but nothing that should interfere with the quest at all, and I haven't had any issue throughout the entirety of the playthrough up to this point.

I've loaded older saves, restarted the game from menu and closed it and reopened it. I just wanna finish the game :P
