sometimes i can brute force it by holding down the weapon select (triangle on ps4) until the weapon wheel comes up and select one from there. doesn't always work though.

I finished Panam's quests and I can't pull out any weapons anymore. I think the game thinks I'm in a 'safe zone' where you can't use any weapons. Nothing seems to fix it. I've tried reloading and even wandering into gang territory, but nothing works. 

I can still do everything, it's just that I can't attack anyone even when they're attacking me.

Does anyone know how to fix the glitch that stops you from being able to pull out any weapons?
