What Causes Some Beings To Linger Between Lifetimes, and Ghosts to Hang Around?

This is a complex question. Not every "ghost" is an actual human being. Sometimes, non-humans with ill intentions use the elasticity of lower etheric or astral forms to deceive, harass or threaten others. Appearances are usually real. And, many are residual energy patterns lingering in space.

Second, many beings pass away with addictions, worldly attachments, and heavy emotions dominating their consciousness. This can lead to prolonged periods of being earthbound. All vices are forms of energy in the personality which are in fact resistant to the healthy evolution of consciousness. Some being grow very slowly as a result.

Third, on rare occasions, some beings are traumatized, and some don't realize they've passed away. If a death was very fast, very violent or dramatic, like an explosion or fast accident, one's consciousness doesn't have time to process the sequence of events.

There are many hard line atheists, or non-believers, who actually perceive they're simply dreaming, and will wake up, even though they're actually dead or passed from the body.
