How to revive Harkwood (early game)

I thought he was a goon I could sneak up on and it only escated from there. After resetting the area, I was pleased to see the young fire keeper and old lady back in their original places but I noticed Harkwood is the only npc that stays missing upon death. Is there any way to bring him back? Can I return his soul?

Edit: I meant Hawkwood, I realise I spelled it wrong.
