$750 build for Photosop

Hello,

I have been asked to build a PC for my aunt's birtday, budget : $750.
She mainly plays to Scrabbles&Belote, manage her photos and Photoshop them.

She wants to keep her old drives :
-2 internal HDD 3.5''
-2 external HDD

I checked her current setup and there is a GTX 650 I can recycle + a CD/DVD drive.

I would like to add :
- 2To ssd + 250-500Go m2
-16-32Go RAM
-micro-ATX case with dust filters.

My main doubt is about the need of a GPU : would a 4650G be enough to do some Photoshop editing ? Or should I go with a cheaper CPU + entry-level GPU ?

Would you please advice me some pcpartlist that would fit these needs and budget ?
