Cub no doubt. Outside of the grenades (which you need to have a good one equipped for it to be worthwhile anyway) war loader would do much less damage than cub, and cub has slightly more health IIRC. Cub is also much faster move speed and attack speed wise.
Are we considering Gamma Burst though? Because in that case Loader wins easily since it just won't die. But then again, cub has that skill that regens armor on DOT, so they both probably wouldn't realistically die. But Cub has the damage and health advantage.
