SAFE ACT AR-15 question

Hi,

I have a friend that wants to sell me his AR-15. He is from out of state.

How can he modify it to have a Fixed Magazine in order to be SAFE ACT Compliant?

Are there any FFLs near the NYC area (LI, Westchester) that will accept the gun as is and modify it to be Safe-Act compliant with the fixed mag?
