My birds are tamed, but one issue

They step up well but that’s only with a treat (out of the cage) don’t want to get back in the cage, and don’t step up without a treat how long would you say the routine of taking them out the cage would it take for them to be able to step up without treats on my hand I’ve been taking them out for 2 months now it’s gotten better.
