[california] how soon should I be able to recertify online?

•I got my "it's time to recertify" letter in the mail today (January 12; letter is dated Jan 7).

•I have to recertify by the "15th day of the last month of the recertification period". I'm assuming that's January 15?

•I logged onto c4yourself, went to the My Things To Do tab, clicked on Renew/Recertify My Benefits, and it says "I have no items to complete".

•I called my worker number to ask all of this and it says the number is no longer in service
