Some form of partnership should exist, because of a simple reason; they are the only neighbor that can guaranty it will not be a NATO puppet. Russia is surrounded in East Europe and China is surrounded on Pacific, so they should at least agree to watch each others back in central Asia.
Then I would extend it to Iran and form a triangle, with the end goal to have all the countries between those three NATO free. China needs that territory stable for their Belt And Road Initiative and trade with Europe, and Russia has historically a lot of influence there. There are a lot of possibilities for both conflict and cooperation between Russia and China in this region and they need to be very smart about it. For same reason USA and NATO has a huge interest to further destabilize it because they can hurt both countries at same time.
